Looks calm/quiet, but loud neighbors

Neighbors are loud, obnoxious, and rude. Played electric guitar at 1am regularly. The apartment looks like it would be a nice, calm, quiet place of peace to come home to, especially with no dog/baby residents, but it is not. There is nowhere in the lease that states a "quiet time" so management is no help. It would otherwise be a very peaceful setting in the busy city.

Took weeks to get anything fixed right if it went wrong.
