Quiet West Philly living

The apartment itself is okay. It's an older unit with lots of character and nice refinished hardwood floors. It's good for a student-living-alone situation. There's in-unit laundry that is rarely all being utilized at once. However, there's been a problem with the heating for the last 5 months. The building's radiators aren't working and they gave every unit a space heater that is not quite powerful enough to heat the entire apartment.

Every couple of weeks, the building manager sends out an email admonishing everyone to be more quiet for their neighbors and to be cleaner. I usually agree with the points in the emails and appreciate the reminder, but the emails are usually unnecessary harsh and rude. There have been times where I would like to talk to the building manager about something but then realize I'm nervous to talk to someone who might be mean and unprofessional.

I am located next to Clark Park and Univ of Sciences. There's a great farmers market at the park and local coffee shops everywhere for students. The neighborhood is a good mix of undergrads and families. I think a lot of the people in this building are students but it doesn't feel like I'm living in a dorm.
