Cheap, but you get what you pay for

Hilltop is the white bread of apartments. It’s very bland and without much character but it is reliable. It is difficult to leave the property due to the reliance on the car - there is little access to bus system or to bike or pedestrian friendly areas. The maintenance staff is good and generally the units are nice. Do note you have to rent the washer and dryer.
