A nightmare
If I could give zero stars, I would. This apartment complex is a nightmare. The leasing team is extremely unprofessional and rude. They promised to extend my contract but had already rented out the apartment, wasting my time and energy. For anyone considering this location, please reconsider your decision. Do not trust them!
The building has a German roach infestation. You would see several roaches in a day or few, depending on your apartment, but seeing them is inevitable. The property manager didn't take this problem seriously when I reached out to them a year ago, and now the entire building is in a mess. They do not even collaborate on spraying the apartments entirely; they always skip critical locations like the AC room. You have to take a day off and stay at home to make sure they spray it, and each time involves talking back and forth with the leasing team, none of whom are collaborative.
Each time, the leasing team would make a bigger mess. Six months ago, they accused and charged me for having an unregistered dog, even though I have never had a pet in my entire life. After calling them back and forth, they just took the charge off without even apologizing!
Trash collection is supposed to happen five times a week, but they skip it without any announcement. When I reached out to the leasing team about this, they told me to talk directly to the company that collects trash! How unprofessional of them! The trash cans are always left out of the apartments, creating an unsightly view and making it more favorable for the roaches. The leasing office did nothing about it, and I had to tackle the roaches while the leasing office team enjoyed their time, not caring about the building.
Once anything is not working there, they will not care to make it work! The waterfall was not working. I opened a ticket stating that the bottle section of the waterfall is not working and the water keeps running. They just closed the waterfall rather than fixing it. The monitors in the gym have not been working for two years. I told them, and they just collected the tablet that was supposed to work in the meditation room. The coffee machine doesn't work most of the time as nobody takes care of it. The printer is always out of paper.
The shared facilities they provide for the entire three buildings are barely enough for a single building considering all the neighbors. You would see it is not even one-third of what the neighbors need. There is always a food smell in the parking as the building is near restaurants, and being near restaurants means a permanent roach problem.
The parking gates are always open, and I do not feel safe leaving my car there. They recently contacted us, saying that there were some people trying to get into cars and if anything like that happens, we should just report it to the police. Of course, we should report to the police, but aren't they supposed to make the parking more secure? Why should the gates always be open?
Since the parking gates are open to the public, you can barely find a nearby spot during the day. You have to wait until the evening for non-residents to leave. This is something the leasing office knows about and does not care at all!
The appliances are not functional. My fridge had a water leakage problem, and it took them more than a week just to replace it with another one from another apartment! The oven takes three times the usual time to heat up, which means you end up paying more for electricity.
Sound isolation is non-existent! You can hear people walking upstairs and even your next-door neighbor's phone vibrating.
For your own safety and peace of mind, do not choose this building.

Great apartment walking distance to campus
The best apartment I've lived in! We've had a few maintenance issues with some of our appliances, but every issue has been resolved within 24 hours. No pests, no packages stolen, walking distance to campus and right next to USPS store and a few great restaurants including Chipotle.

I will not recommend Flats Exchange on Erwin. Firstly, Flats can unilaterally modify the contract terms and impose additional charges at any time. Two months after I moved in, Flats announced a policy regarding trash bins. Each apartment had to place a trash bin outside the door for garbage collection after 5 pm and bring it back inside before 9 am. If this time frame was not followed, a fine of $50 per day would be imposed. Only one bag of trash could be placed outside each day, and exceeding this limit would also result in a fine. These rules were enforced immediately after being announced, without any room for negotiation.
Secondly, there is suspicion that Flats may be engaging in racist behavior. When I moved in, there was a trash disposal guide in Chinese posted in the elevator, which was obviously machine-translated and no other languages were provided. A month later, someone wrote "THIS IS RACIST REMOVE IT" on the sign with a marker, and it was taken down the next day. Therefore, I believe they knew what the sign represented, yet still chose to put it up, which is infuriating.
Lastly, the staff here are quite unfriendly. If you are an international student without an SSN, you won't receive proper guidance on how to set up Duke Energy. Whenever you raise concerns with the leasing office, they respond with indifference. For instance, while the community advertises having double security gates, the iron gate leading to buildings 2 and 3 has been broken and left open for a long time. Additionally, the streetlights in front of Building 3 are broken, and the fire alarm system on the first floor malfunctioned and went off for an entire day. When you report these issues to the staff, they only say, "We know." If you continue to ask for updates, they won't provide a clear answer and consistently delay repairs.

The Flats is great!
The location was super important for me and the Flats could not have a better location. It is walking distance to the entire plaza with chipotle and tons of restaurants. It has a gym and parking is included.

Good option, proximity/location is what its all about
Perfectly good apartment complex, super close to campus (12 min walk door to door from TSCHE). The space is clean, management is ok as far as I can tell (this is my first experience living off campus i.e. not in dorms or with family). Haven't had any major issues, and I have heard friends living at nearby complexes complaining of AC unit issues or cockroaches. Gym and pool are alright, some of the nearby ones may have fancier/more comprehensive options. But it gets the job done. Best part is the nature, the trees and boardwalk, and the atmosphere.

Calm, Safe Living Environment
I thoroughly enjoy living in the 2000 building of the Flats! It’s not as close to Erwin Road so it’s quieter than the apartments in the main building, but still has great security measures and has free parking. The building is very clean and neighbors are kind and courteous. The leasing office is very responsive to any questions I have. Living here has made me enjoy studying in my apartment, since there is so much peace and quiet while still being close to the medical school and many of my peers.
